The most frequently asked questions about the new toll billing by CO2 class in the EU
When you order the toll in future, you will have to specify the CO2 class of your vehicle. Vehicles with low CO2 emissions will benefit from lower toll rates, while vehicles with high CO2 emissions will pay higher rates.
The rule is: the more environmentally friendly your vehicle is, the cheaper the toll rate will be.

If your result is CO2 class 2, 3, 4 or 5, please upload the certificate of conformity (COC) and your registration certificate part 1 or alternatively the customer information document (CIF) together with your registration certificate Part 1 in the upload area in the DKV Cockpit in order to obtain a better vehicle class for the DKV BOX EUROPE and DKV BOX FLEX. It is not necessary to submit the documents for vehicles with CO2 class 1.
The required vehicle data* can be found in the Certificate of Conformity (COC), in the Customer Information File (CIF), or in the Registration Certificate Part 1:
- Vehicle class
- Wheel axle configuration
- Technically permissible gross weight when loaded (F1) [kg]
- Vehicle group
- Berth (sleeping cabin)
- Rated power of the motor [kW]
- Specific CO2 emissions [gCO2/tkm]
- Date of first registration
- Vehicle type/chassis configuration
*Subject to alterations
The five CO2 classes will initially only apply to commercial vehicles in vehicle classes N2/N3 with a weight of more than 7.5 tons and first registration from 1 July 2019. Previously, the future reference values (PDF) for determining the CO2 class were defined for vehicle groups 4, 5, 9 and 10 with their subgroups.
From the beginning of 2025, CO2 tolling will also be extended to vehicle groups 1, 2, 3, 11, 12 and 16. You will find an overview of the CO2 vehicle groups in the table below.
There are currently no specific regulations or reference values for buses and coaches and some vehicle subgroups of vehicle classes N2 and N3. They are therefore provisionally assigned to CO2 class 1.
Vehicles registered before July 2019 are also automatically assigned to class 1. Emission-free vehicles that were registered before July 1, 2019 can be assigned to CO2 class 5 upon presentation of appropriate evidence.
- If the toll country has already introduced CO2 classes for the toll tariff, the F1 value (technically permissible total weight when loaded) must be proven with immediate effect when ordering tolls. 3. Furthermore, we recommend submitting the COC (Certificate of Conformity) or alternatively the CIF (Customer Information File) together with the Registration Certificate Part 1. If the relevant vehicle documents are not available, the vehicle will automatically be assigned to CO2 class 1 (the most expensive tariff class).
- Vehicles registered before July 2019 are automatically assigned to CO2 class 1. Emission-free vehicles registered before July 1, 2019 can be assigned to CO2 class 5 upon presentation of appropriate evidence.
- Vehicles registered from July 2019 onwards are assigned to one of the five CO2 classes.
- The F1 value (technically permissible total weight when loaded) is required for existing toll contracts and new orders. You can upload this proof in DKV Cockpit.
- Six years after the initial registration date, the vehicles are reclassified according to CO2 classes 2 and 3.
The previous Euro emission class of your vehicle remains unchanged. However, the reference values for the classification of the CO2 classes will be reduced by a percentage value each year. This reduction rate is 2.5% per year until 2026 and 3% per year from 2027. The vehicle will be reclassified - automatically by DKV Mobility for DKV toll boxes - every 6 years from the date of initial registration (only applies to CO2 classes 2 and 3).
From 01.12.2023, the F1 weight of the vehicle is decisive for the assignment of the weight class and not the F2 weight as before. The F1 weight refers to the technically permissible total mass of the vehicle, while the F2 weight describes the permissible total mass in the respective country of registration. It is important to ensure that the driver adjusts the correct setting of the F1 weight class (incl. trailer) in the toll collection device / OBU. In addition, customers with a Toll Collect OBU must also enter the correct weight in the Toll Collect portal.
Currently, vehicles in vehicle groups 4, 5, 9 and 10 are subject to CO2 toll differentiation. Vehicle groups 1, 2, 3, 11, 12 and 16 are expected to be added during the course of 2025. An exact date has not yet been set. The new vehicle groups are as follows:
- a) Trucks with 4x2 axle configuration and a vehicle weight of 7.5 - 16 t
- b) Trucks with 6x4 axle configuration (all weights)
- c) Solo truck with an 8x2 axle configuration (all weights)
