• The Croatian government has introduced a fuel price cap for local stations.
• This price cap is adjusted every two weeks.
• Highway stations are no longer subject to price regulation and can set prices freely.

France has extended targeted fuel subsidies per liter for diesel:
- Agriculture (non-road diesel): 0,15 EUR/l
- Fishing sector: 0,35 EUR/l
- Small logistics/ trucking companies: 0,20 EUR/l

Tax and Regulatory Measure
Introduction of a law regulating fuel price adjustments (Fuel Measures Package)
Period:
01 April 2026 – until further notice
- The German Federal Government has adopted a law limiting the frequency of fuel price increases at service stations.
- Price increases are permitted only once per day at 12:00 noon.
- Price reductions remain possible at any time.

- The measure aims to reduce price volatility and enhance price transparency.
- This results in increased transparency and fewer intraday price fluctuations for consumers.

Temporary adjustment of excise duty

The Italian government has approved a temporary reduction of the excise duty on diesel fuel.

Suspension of all taxes on road fuels for five months starting April 1, 2026.
The measure applies to both fossil and biogenic components of the final blend and will reduce costs by
3.53 NOK/l (0.31 EUR/l) for gasoline and by 4,26 NOK/l (0,39 EUR/l) for diesel.

Temporary VAT Reduction + Reintroduction of Price Cap

The Polish government has approved a temporary reduction of the VAT rate on liquid fuels and the reintroduction of a daily fuel price cap.

- Scope: All liquid fuels
- Excluded: Gas-based fuels (e.g. LPG, CNG)
- A daily price cap for diesel and petrol will apply throughout the validity period

Excise Duty Refund for Transport Operators
Period:
01.04.2026 – 31.12.2026
• The Romanian government introduced a compensation scheme for part of the diesel excise duty for professional transport operators.
• The measure applies to transport and logistics companies.
• The compensation amounts to 0.85 RON per litre of diesel.
Note:
The refund is granted after refuelling and therefore does not directly affect pump prices. Administrative processing is handled by the relevant authorities.

- Temporary reduction of excise duty on E85 by SEK 0,16/liter; effective as of 01.05.2026 – 30.09.2026
