Measures:
• The Croatian government has introduced a fuel price cap for local stations.
• This price cap is adjusted every two weeks.
• Highway stations are no longer subject to price regulation and can set prices freely.

• The Hungarian government has introduced a fuel price cap.
• This regulation applies only to national drivers.
Tax Measures
Suspension of Recoverable Excise Duty
Period:
10.03.2026 – 01.05.2026
• The recoverable excise duty for refuellings has been suspended during this period.
• For refuellings made between 10 March and 1 May 2026, the recoverable excise duty is 0 HUF per litre.
Reduction of Excise Duty
Period:
10.03.2026 – Until further notice
• The Hungarian government has reduced the excise duty on gasoline and diesel to the EU minimum level.
Current excise duty rates:
Petrol: 139.55 HUF/litre (reduction of 19.25 HUF)
Diesel: 128.28 HUF/litre (reduction of 20.48 HUF)

Temporary Reduction of Excise Duty
Period:
From 9 March 2026 – Until further notice
- • The Portuguese government has introduced a temporary reduction of excise duty (ISP) on road diesel to mitigate the impact of rising fuel prices.
- • The measure applies to mainland Portugal.
- • The tax reduction amounts to 3.55 cents per litre.
Current excise duty rates:
Diesel: ~€0.30/litre (temporary reduction of 3.55 cents)

Excise Duty Refund for Transport Operators
Period:
01.04.2026 – 31.12.2026
• The Romanian government introduced a compensation scheme for part of the diesel excise duty for professional transport operators.
• The measure applies to transport and logistics companies.
• The compensation amounts to 0.85 RON per litre of diesel.
Note:
The refund is granted after refuelling and therefore does not directly affect pump prices. Administrative processing is handled by the relevant authorities.

Temporary Adjustment of Excise Duty
Period:
19.03.2026 – 07.04.2026
• The Italian government introduced a temporary reduction and harmonisation of excise duties on petrol, diesel and HVO.
• The excise duty was adjusted to approximately €0.47 per litre.
• This corresponds to a reduction of around €0.20 per litre compared to previous levels.
Note
• No changes to the excise duty refund for transport operators; it remains applicable.

Adjustment of Fuel Price Regulation
Period:
Effective immediately – until further notice
• Austria has introduced an update to its fuel price regulation to better control price increases.
• Price increases are only allowed three times per week: Monday, Wednesday and Friday at 12:00 pm
• Price reductions remain possible at any time.

• The measure aims to reduce price volatility and improve price transparency.

1. Temporary Reduction of VAT
Affected fuels:
Diesel, petrol, liquefied petroleum gas (LPG), CNG/LNG used as fuel, as well as biofuels such as biodiesel, bioethanol and HVO
Period:
22.03.2026 – expected to be applicable until 30.06.2026
• The Spanish government has temporarily reduced VAT rates on fuels used in the transport sector from 21% to 10%.
Note:
• The VAT reduction is a temporary emergency measure and is subject to review depending on inflation developments.
2. Temporary Adjustment of Excise Duty / Support Scheme
Affected fuels:

Period:
22.03.2026 – 30.06.2026
• The Spanish government has introduced temporary support measures for the transport sector.
• The standard partial excise duty refund for diesel (€0.049 per litre) is suspended (set to €0 per litre) during this period.
• At the same time, an extraordinary temporary aid of €0.20 per litre has been introduced.
Implementation Details
• The aid applies to transport operators eligible for the diesel excise duty refund.
• It temporarily replaces the standard refund.
• The aid is conditional on payment being made using fuel cards.

• Administrative handling is carried out via the relevant authorities and responsible entities.

Introduction of a Fixed Price for International Customers
Period:
27.03.2026 – until further notice
• The Slovak government has introduced a new fuel price regulation.
• A fixed price of €2.012 per litre (gross) applies to international customers for standard diesel.
• The measure aims to stabilise the domestic market and protect local customers.
Implementation Details
• The distinction between local and international customers is based on vehicle registration / origin.
• As a result, international transport operators face higher fuel prices compared to local customers.

30.03.2026 – 30.06.2026
• The Polish government has introduced a temporary VAT reduction from 23% to 8% for fuels (excluding gas-based fuels).
• In addition, excise duties have been reduced:
– Petrol: from 1.529 PLN/litre to 1.239 PLN/litre
– Diesel: from 1.160 PLN/litre to 0.880 PLN/litre
• A government fuel price cap has also been introduced, which is published daily.

Introduction of a law regulating fuel price adjustments (Fuel Measures Package)
Period:
01 April 2026 – until further notice
• The German Federal Government has adopted a law limiting the frequency of fuel price increases at service stations.
• Price increases are permitted only once per day at 12:00 noon.
• Price reductions remain possible at any time.

• The measure aims to reduce price volatility and enhance price transparency.
• This results in increased transparency and fewer intraday price fluctuations for consumers.
