• The Croatian government has introduced a fuel price cap for local stations.
• As of August 2026, the price cap is adjusted every 7 days instead of every two weeks.
• Highway stations are no longer subject to price regulation and can set prices freely.

France has extended targeted fuel subsidies per liter for diesel:

• Agriculture (non-road diesel): 0,15 EUR/l
• Fishing sector: 0,35 EUR/l
• Construction sector (non-road diesel): 0,20 EUR/l

Tax and Regulatory Measures

1. Temporary reduction of the energy tax on fuels

Affected fuels:
All petrol and diesel fuels

Period:
01 October 2026 to 31 December 2026

• The German Federal Government has adopted a law providing for a temporary reduction of the energy tax on fuels.
• The energy tax rates for diesel and petrol will be temporarily reduced by 14.04 ct/L.
• Due to the lower energy tax rates, the VAT component of the retail fuel price is also reduced. Overall, the tax relief amounts to approximately 17 ct/L.

Note

• The energy tax is only one component of the fuel price. The actual impact on pump prices depends on the pricing policies of the oil companies as well as general market developments.

2. Law regulating fuel price adjustments (Fuel Measures Package)

All petrol and diesel fuels

Period:
01 April 2026 until further notice

• The German Federal Government has adopted a law limiting the frequency of fuel price increases at service stations.
• Price increases are permitted only once per day at 12:00 noon.
• Price reductions remain possible at any time.

• The measure aims to reduce price volatility and enhance price transparency.
• This results in increased transparency and fewer intraday price fluctuations for consumers.

Tax and Regulatory Measures

Temporary Fuel Price Brake

Affected fuels:
Petrol and diesel, specifically Diesel B7 and Euro Super E10

Period:
01.10.2026 bis 30.11.2026

• The Austrian federal government has adopted a temporary “fuel price brake” ("Spritpreisbremse").
• The measure complements the existing Austrian Fuel Price Regulation with its well-known 12:00 noon rule.
• The fuel price brake consists of two separate regulations that apply only under certain conditions and do not apply uniformly to all market participants.

1. Temporary reduction of the mineral oil tax
   The mineral oil tax on petrol and diesel will be temporarily reduced by 6.7 ct/L. The reduction in the mineral oil tax also decreases the VAT component of the pump price.
2. Temporary limitation of extraordinary margins
   In addition, a temporary margin cap of 3.5 ct/L will be introduced. This is not a government-imposed price cap, but a regulatory limitation of crisis-related additional margins for large, vertically integrated market participants.

Note:The two measures do not automatically add up to a flat reduction in fuel prices. Rather, they provide a regulatory framework aimed at mitigating price spikes.

Temporary Fuel Price Cap

Several fuel suppliers in Italy have introduced temporary price caps at participating filling stations to limit fuel prices for customers.

The initiative initially introduced the following maximum pump prices (incl. VAT):

• Diesel: €2.19/litre
• Petrol: €1.99/litre

Update as of 6 October 2026:

Following the return to the standard diesel excise duty rate, the diesel price cap has been adjusted to €2.25/litre (incl. VAT).

The price cap applies only at participating filling stations and may vary depending on the supplier and location.

Temporary VAT Reduction + Reduction of Excise Duty + Reintroduction of Price Cap

The Polish government has approved a temporary reduction of the VAT rate on liquid fuels, a reduction of excise duty and the reintroduction of a daily fuel price cap.

• VAT reduced from 23% to 8%

• Scope: All liquid fuels

• Excluded: Gas-based fuels (e.g. LPG, CNG)

• Reduction of Excise Duty:

  • Petrol: PLN 1,529 → PLN 1,239 / 1,000 L (reduction of PLN 0.29/L)
  • Diesel: PLN 1,160 → PLN 880 / 1,000 L (reduction of PLN 0.28/L)
  • Standalone biocomponents: PLN 880 / 1,000 L

• A daily price cap for diesel and petrol will apply throughout the validity period

Tax Measures

Excise Duty Refund for Transport Operators

Period:
01.04.2026 – 31.12.2026

• The Romanian government introduced a compensation scheme for part of the diesel excise duty for professional transport operators.

• The measure applies to transport and logistics companies.

• The compensation amounts to 0.85 RON per litre of diesel.

Note:
The refund is granted after refuelling and therefore does not directly affect pump prices. Administrative processing is handled by the relevant authorities.

The government has introduced price regulation measures, including price caps announced daily and a reduction in excise duty on diesel equivalent to CZK 2.35 per litre including VAT.
